NO CAR PASS, NO ENTRY” POLICY AT HREP ON SONA DAY

To help ensure order and security on the day of the 2023 State of the Nation Address (SONA), the House of Representatives (HRep) will strictly enforce a “No SONA 2023 Car Pass, No Entry” policy on Monday, July 24, 2023.

The car passes distributed to House staff and attendees are color-coded, which will determine where the car pass holder may enter and if they are allowed to park within the Batasan Complex or for drop-off only. Only vehicles with beige, violet, and blue car passes may enter through the South Gate, while the North Gate may be used by all vehicles with any SONA 2023 car pass.

The car passes must be displayed on the windshield upon entry and while parked inside the HRep Complex. The House has designated parking areas for government officials, VIPs, diplomatic and media vehicles, as well as emergency vehicles within the complex.

The parking will be in accordance with the SONA 2023 Parking Plan. For vehicles with "Drop-Off" car passes, they will be directed to designated parking areas outside the HRep premises.

According to the SONA advisory issued by House Secretary General Reginald Velasco, HRep gates will be closed at 3PM on Monday or as soon as President Ferdinand “Bongbong” Marcos Jr. arrives at the Batasan Complex. Vehicle movement is disallowed from this time until the gates are opened after the President's convoy has left the area.
